What Paper 2 asks of you
Paper 2 gives you an unseen extract, a news-style text, usually with a table, chart or figures attached, and asks a series of questions about it. There are two data-response questions and you answer one.
The questions climb in demand:
- Definition questions. Define a term used in the text.
- Explanation questions. Explain something in the extract, usually with a diagram.
- A calculation question, where the data supports one.
- A final evaluative question, worth 15 marks, which asks you to discuss or evaluate a policy or outcome using the text.
The whole paper is marked on your use of the extract. This is the single thing that separates Paper 2 from Paper 1, and the single most common reason students underperform on it: they write a good general essay that could have been written without ever reading the text.
Reading the extract properly
Before answering anything, read the extract once and mark it up:
- Underline every economic term: these are what the definition questions will ask for.
- Circle every number, date and proper noun. The country, the industry, the percentage change, the year. These are your application material, and they are handed to you.
- Note where the text states a cause or a policy. The final question almost always turns on one of them.
Paragraph references matter. When you use the extract. Say where from: "as paragraph 3 notes, the government raised the excise duty by 12%". A quoted figure with a location is unambiguous evidence that you used the source.
Definition questions
Short and precise. One or two sentences. Give the meaning, not an example, an example alone is not a definition.
Where a term has a standard economic definition, use it. Where the text uses a term in a specific sense, define it as economists do and then note how the extract is using it.
Do not write a paragraph. These questions are worth few marks and are heavily time-capped; the surplus writing costs you the final question.
Explanation questions
These are miniature versions of Paper 1 part (a):
- Define any term not already defined.
- Draw a labelled diagram if the economics involves one.
- Explain as a chain, cause → mechanism → consequence.
- Tie it to the extract. Use the actual country, industry and figures from the text rather than a generic example.
The fourth step is what earns the application credit. An explanation that is theoretically perfect but never touches the extract is answering a Paper 1 question by mistake.
Calculation questions
Where the data supports a calculation, three rules protect the marks:
- Show the formula first, then substitute, then compute. Method earns credit even when the arithmetic slips.
- State the units. A price elasticity has no units; a change in revenue is in currency; a growth rate is a percentage.
- Interpret the number. A calculation question usually expects one line saying what the result means, "PED is 0.4, so demand is price-inelastic and a price rise would raise total revenue."
Common calculations include elasticities (PED, PES, YED, XED), percentage changes, total revenue, and index or real-value conversions.
The 15-mark evaluative question
This is where the paper is won or lost, and it is the question most often rushed.
It is structured like Paper 1 part (b) with one addition: every stage must be grounded in the extract.
1. Frame the question. Define the policy or outcome and state what your judgement will depend on.
2. Build two developed chains, one for, one against, with diagrams where the economics warrants them.
3. Apply, using the text. This is not optional decoration. Quote the figure, name the sector, cite the paragraph. The extract exists so you have specific material; using generic examples instead throws away the advantage.
4. Evaluate by reasoning about conditions. The strongest evaluation on Paper 2 often comes straight from the extract itself:
- The text may say demand is inelastic, so a tax will cut consumption little and raise revenue a lot.
- The text may give a time frame, so short-run and long-run effects diverge.
- The text may name affected groups, so the distributional question is already set up for you.
- The data may be limited, dated or from an interested source, a legitimate evaluative point about the evidence.
5. Give a conditional judgement that answers the question asked, and that could only have been written by someone who read this particular extract.
Managing the time
The final question carries far more marks than any other single part, and it is at the end. The failure pattern is predictable: long, careful answers to the cheap definition questions, then four rushed lines of evaluation.
Work in proportion to the marks. Definitions get a sentence or two. Explanations get a diagram and a chain. The 15-mark question gets the largest single block of your time, and it is worth planning it briefly before you start writing it.
What examiners reward

Common ways students lose marks
- Writing a general essay that ignores the extract.
- Defining a term with an example instead of a meaning.
- Calculating without showing the formula, or without stating what the number means.
- Drawing a diagram and never mentioning it in the writing.
- Running out of time on the highest-mark question because the cheap ones were over-answered.
- Concluding with a summary rather than a judgement.
Practise this
